The Ulinzi Health Services Fund (UHSF) Advisory Board convened its 6th Quarter Four Financial Year 2025/2026 Regular Meeting on 25th June 2026 at the Defence Forces Memorial Hospital (DFMH), reaffirming its commitment to strengthening governance, enhancing healthcare service delivery, and ensuring the long-term sustainability of healthcare services for UHSF beneficiaries.
The meeting was chaired by the Principal Secretary for Defence, Dr. Patrick Mariru, who emphasized the critical role of effective governance, sound policy formulation, and sustainable financing in building a resilient and responsive healthcare system capable of meeting the evolving healthcare needs of Kenya Defence Forces personnel, their dependants, and other eligible beneficiaries.
Prior to the meeting, the Principal Secretary was received by the Director Medical Services (DMS), Major General (Dr.) Francis Kuria, and later joined by the Commandant, Defence Forces Memorial Hospital, Brigadier John Khaoya, for a guided tour of selected hospital facilities. The visit provided an opportunity to assess healthcare service delivery, ongoing improvements in medical infrastructure, and the hospital’s operational readiness.
During the tour, the Principal Secretary visited several patient wards where he interacted with patients, conveyed his best wishes for their quick recovery, and commended the medical personnel for their unwavering professionalism, dedication, and commitment to delivering quality healthcare services. He acknowledged the efforts of healthcare workers in maintaining high standards of patient care and reiterated the Ministry of Defence’s commitment to supporting initiatives that improve healthcare outcomes.
Following the tour, the Advisory Board convened its formal session, during which members deliberated on key strategic and policy matters aimed at strengthening the governance and operational effectiveness of the Ulinzi Health Services Fund.
Among the key agenda items was the review of the UHSF Integrated Policy, a comprehensive framework designed to harmonize the Fund’s governance, operational procedures, service delivery standards, and institutional management. The Board also reviewed the UHSF Risk Management Framework Manual, an important governance tool intended to strengthen risk identification, mitigation, accountability, compliance, and internal control mechanisms across all UHSF-supported facilities.
The Board further deliberated on strategic initiatives aimed at enhancing healthcare infrastructure, improving access to quality medical services, strengthening sustainable healthcare financing, and building institutional capacity through continuous human resource development. Members emphasized the importance of investing in modern healthcare systems, digital transformation, and efficient resource management to support the Fund’s expanding mandate.
In addition, the meeting reviewed the implementation framework supporting these initiatives, including governance structures, regulatory compliance mechanisms, financial management arrangements, monitoring and evaluation systems, and internal assurance processes. These discussions sought to ensure that all strategic initiatives are implemented effectively while maintaining transparency, accountability, and value for beneficiaries.
The Advisory Board reaffirmed that strong leadership, collaborative decision-making, and sound institutional governance remain essential pillars in advancing the objectives of the Ulinzi Health Services Fund. Members noted that continuous policy review and strategic planning are critical in enabling the Fund to respond effectively to emerging healthcare challenges and changing beneficiary needs.
