Ulinzi Health Services Fund
Ulinzi Health Services Fund (UHSF) was established to open up Kenya Defence Forces(KDF) Level IV-VI health facilities to the general public at a fee, strengthen the National Government’s Universal Health Coverage agenda by expanding access to quality military healthcare. Approved by Cabinet on 3 October 2023 and by the National Assembly on 6 December 2023, UHSF enables the general public from the Defence Community to access Kenya Defence Forces Level IV to VI medical facilities through affordable, insurance based payment models. The Fund was officially launched by the Commander in Chief on 16 April 2025, marking a major step toward inclusive, secure, and reliable healthcare for all.

This Advisory Board Charter (the “Charter”) defines the Ulinzi Health Services Fund (UHSF) Advisory Board’s authority, responsibilities, membership, operations and structures that support the members of the Board in carrying out their strategic oversight function.
